Energy-efficient new home construction in Atlantic Canada

If you are building a new home in Atlantic Canada, an energy-efficient build does not just lower your power bill. It can put real money back in your pocket, from several programs that stack on top of each other:

There is one rule that decides whether you get any of this: you have to register before you start. Most of these programs close their door the moment your building permit is issued or your footings are poured. We walk every Pythagore client through the timing so nothing is left on the table.

New Brunswick: up to $15,000

The New Home Energy Savings Program, delivered through Save Energy NB (NB Power), rewards homes built to exceed the code minimum. There are two ways to earn it.

The performance path models your actual design against the same house built to code and pays based on how much better yours performs. For a typical home (larger than 300 cubic metres), the tiers run roughly $750, then $6,250, and up to the full $15,000 for a home that improves its building envelope by 40% or more and its overall energy use by 70% or more. Smaller homes follow a lower scale.

The prescriptive path pays for specific upgrades instead of modeling. You complete at least five qualifying improvements, and each one carries a set incentive: better-insulated walls, a central or geothermal heat pump, a heat-pump water heater, upgraded windows and doors, and more. The maximum through this route is also $15,000.

The program fee is $99 plus HST, and you must register before you apply for your building permit. You then have 12 months to complete construction. That timing is not a suggestion; it is the difference between qualifying and not.

Nova Scotia: up to $25,000

Efficiency Nova Scotia’s EnergyForward New Homes program offers the most generous provincial incentive in the region, up to $25,000 for a high-performance new build. The amount scales with how far your home beats the code.

Two things to know. First, homes heated with oil are not eligible, so the design has to lean on efficient electric or heat-pump systems (which is where a Maritime-climate home should be heading anyway). Second, the registration window is tight: you register within 30 days of receiving your building permit, or before construction starts, whichever comes first. Construction and the final energy evaluation must be finished within 18 months of registering. The service fee is $199 plus tax and covers both the initial and final energy assessments.

Prince Edward Island: up to $5,000

PEI’s New Home Construction Incentive, delivered through the Clean Foundation for efficiencyPEI, has two clear tiers:

The requirement that trips people up: construction cannot have started, and you submit your building plans for evaluation before the footings are poured. A certified energy advisor does a follow-up assessment within 12 months of completion. The evaluation fee is $99.

Federal: up to $50,000 back for first-time buyers

The First-Time Home Buyers’ GST Rebate, now in effect under Bill C-4, is the largest single number on this page. A qualifying first-time buyer can recover up to $50,000 of the GST paid on a new build.

The rebate is full on new homes priced up to $1 million, then phases down as the price rises toward $1.5 million, above which it no longer applies. To count as a first-time buyer you must not have owned a home in the current year or the previous four calendar years, be at least 18, be a Canadian citizen or permanent resident, and use the home as your primary residence. It can be claimed once in your lifetime, and if you are buying with a partner, only one of you can ever claim it.

For a first-time buyer building a custom home, this is the incentive that moves the needle most, and it stacks on top of the provincial energy rebates above.

Federal: a 25% refund on your mortgage insurance

If your mortgage is insured (typically when your down payment is under 20%), an energy-efficient home can earn a 25% refund on the mortgage-loan-insurance premium through CMHC Eco Plus, and equivalent programs from Sagen and Canada Guaranty.

To qualify, the home generally needs to use at least 20% less energy than a typical new home on the EnerGuide scale, or hold an eligible efficiency certificate such as ENERGY STAR. You apply within two years of your mortgage closing. On a large insured mortgage, that refund is not small.

The one mistake that costs the most

Read the sections above and a pattern jumps out: every provincial program requires you to register before construction begins. Register before the permit in New Brunswick. Within 30 days of the permit in Nova Scotia. Before the footings in PEI.

This is where most homeowners lose thousands of dollars, not because they did not qualify, but because they found out too late. By the time the foundation is in, the door on the provincial rebates has already closed.

Every one of these programs rewards the same thing: a home built well past the code minimum. That is the standard we build to on every project, because in our view code is the floor, not the goal.
